Board OKs emergency race track water repairs

The Langlade County Board of Supervisors this morning agreed to emergency measures to keep runoff waters from the clay-surfaced fairgrounds racetrack from entering Spring Brook, at the same time suggesting stern measures could be taken against the Antigo Stock Car Association.

On a 17-2 vote, supervisors authorized a resolution prepared by Chairman Dave Solin to spend up to $5,000 to make emergency improvements to the fairgrounds’ detention basin which keeps runoff from the racetrack from flowing into the stream.

The improvements will include constructing a higher berm round the perimeter of the pond at the eastern tip of the fairgrounds property.

At the same time, supervisors also directed Corporation Counsel Robin Stowe to send a letter to the stock car association, which is responsible for the track, its maintenance and the pond, giving it 30 days to determine a solution to adequately deal with runoff issues or risk having its contract with the county voided.

The letter is still in the process of being drafted.

The issue came to a head following a period of heavy rain last week which overflowed the basin and endangered the nearby creek, which could have led to Department of Natural Resources sanctions.

The lack of adequate drainage also forced cancellation of races on Friday night.

Supervisors moved quickly, and without dissension, through the remainder of the agenda.

The board agreed to add $75,000 per year to match a similar amount from the city of Antigo to provide funding for the Community Development Corporation. The goal is to maintain a minimum operating budget of $150,000 for the program.

Supervisors also approved a casual employee for the children and family services unit of the Department of Social Services. The cost for the remainder of 2010, is $8,008.

A permanent part-time employee was also inked for the Land Records and Regulations Department. The cost of the employee for the rest of the year is $5,203 and next year, 2011, $20,844, which includes fringe benefits.

The final personnel matter involved the Land Records and Regulations Department, which will receive a permanent part-time employee to work in the area of building permits. The cost for the rest of this year would be $1,236 and next year, $5,731.

Supervisors agreed to stand against state changes in the prevailing wage laws that will hit small county projects hard because of increased labor payments. The state lowered the bar on projects that demand the higher wages to $25,000, which will have a significant local impact.

Finance Director GaryOlsen presented the 2009 audit, which reflected what the auditors termed “an excellent” financial position.
